LAPCAS faces challenges in Kanye

Ngwaketse land Board secretary, Mr Molebedi Khuduego says Land Administration, Processes, Capacity and Systems (LAPCAS) project faces challenges such as failure by public to identify their plots.

Mr Khuduego during a one day workshop for headmen and school teachers in Kanye recently that some plots are not pegged, while some were allocated by chiefs and not certificated. 

The LAPCAS project started this year.

Mr Khuduego stated that the objectives of LAPCAS is to map all plots across the country, register all land rights, resolve current land problems, assign each plot a unique plot number and to make unclaimed land available for allocation.

The project, he said will be dealing with informal landholding like squatting and consequent land conflicts. He added that the expected results are to resolve current conflicts, reduced cases at land tribunal and other courts.

He said land boards will have complete information on who owns what, where and for what purpose. 

Land holders will be able to use their land collateral.

The board secretary indicated that evidence required proving ownership is certificate of customary grant, lease agreement, registered lease (tittle deed), letter from kgosi certifying that the land in question was allocated to the claimant or claimant’s deceased predecessor before 1970 and affidavit, certifying how the land in question was attained and how long it has been occupied.

He appealed to stakeholders to help them disseminate information to the public and appealed to Dikgosi to help members of the community who were allocated by Bogosi and encouraged the public to come to their offices to claim their rights.

However, the chairman of Ngwaketse land Board, Mr Mosimanegape Mophuting appealed to Bangwaketse to always seek assistance from their office about land use and distribution rather than asking wrong people in the street.

Mr Mophuting also appealed to dikgosi to solve minor land disputes before going o landboard. ENDS
