71 teachers seconded to OSET

Parliament has been informed that seventy-one (71) teachers have been seconded to Out Of School Education and Training (OSET).
Answering a question in Parliament, Assistant Minister of Education and Skills Development Mr Keletso Rakhudu said out of this number, thirty-three (33) of them have opted to go back to teaching service and the remaining thirty-eight (38) have been fully assimilated into OSET.
He said there is a progression structure at OSET and all officers including the thirty-eight (38) mentioned do benefit from the structure. Speaking on the progression structure at OSET, Mr Rakhudu said Principal Adult Education Officer I D2 heads OSET at regional level.
He indicated that Principal Adult Education Officer II D3 heads OSET at Sub-regional level and Senior Adult Education Officer D4 heads OSET at service centre level or number of clusters. Mr Rakhudu said Adult Education Officer I C1 supervises and coordinates implementation of programmes at cluster level and heads OSET at cluster level.
“Adult Education Officer II C2 monitors learning and teaching at cluster level and supervises AAEOs and part time adult officers. Assistant Adult Education Officer C3 deals with learner recruitment and community mobilization, supervises and mentors part time adult educators at cluster level,” said Minister Rakhudu.
He further said the number of years for the teacher’s secondment varies as the first cohort arrived in OSET in 2007, adding that the teachers have been fully assimilated into OSET.
Mr Rakhudu said the concept of differing levels of operation as pertaining to teacher’s payment structure did not apply to those at OSET.
“Therefore the implementation of a normalized level of operation has no relevance to them because they have never been disadvantaged,” he concluded. Minister Rakhudu was answering a question from Francistown South MP Mr Wynter Mmolotsi who asked the minister how many teachers have been seconded to OSET and whether they have a progression structure at OSET.
He also asked how long the teachers have been seconded and whether they have been included in the newly implemented teachers levels of operation pay. ENDS
