Siele explains performance of district councils

Based on compliance level to the tracked ministry customer service standards, Kgalagadi and Ghanzi districts stood at 66 and 78 per cent for the 2013/14 financial year, the minister of Local Government and Rural Development, Mr Peter Siele has said.
He said Kgalagadi district had a low performance in roads maintenance, de-bushing of road reserves and open spaces as well as filling of vacancies.
The minister said key issues impacting on the performance of the district are high staff turnover, vastness of the district and inadequate IT connectivity.
As for Ghanzi, he said it performed below par in one area, filling of vacant post.
Mabutsane sub district scored 27 per cent, 59 per cent and 54 per cent for financial years 2011/12, 2012/13 and 2013/14 respectively.
Mr Siele said the lowest performance was in filling of vacancies, de-bushing and road maintenance.
He said challenges include lack of construction materials such as concrete stones and sand resulting in costly long haulages from other districts and breakdown in machinery.
Letlhakeng scored 64 per cent for financial year 2011/12 and 70 per cent in 2012/13 and 74 per cent in 2013/14 with low performance in payment of cash allowances and filling of vacancies.
He said the districts are doing well in processing of trade licenses, hawker’s licenses, vendor’s licenses, support to social welfare beneficiaries and SHHA loan processing.
Kgalagadi North MP had asked the minister to state performance of Kgalagadi and Ghanzi districts as well as the Hukuntsi, Mabutsane and Letlhakeng sub districts for the past three years to date and whether there has been a decline or improvement. ENDS
